The state tourism department has made it mandatory for rafters to take
separate permits for each river. Earlier, one permit would allow rafters
to go rafting in any of the state's rivers. Rafters contend the new
policy would harm rafting in the state, and are threatening to shift to
Himachal Pradesh. RC Bhardwaj, head of adventure tourism, said, "Rafters
will now have to take separate permits for rafting in each river. Till
now, rafters would carry out rafting on any river they wanted, with just
